أقر الرئيس فلاديمير بوتين بمرسوم أصدره اليوم، لقب "الاستحقاق الصحفي"، ولقب "الاستحقاق في حقل الاتصالات والمعلوماتية".
وورد في نص المرسوم الرئاسي بهذين اللقبين، أن الغاية من وراء تأسيسهما في البلاد، تحسين منظومة تكريم المتميزين التي تشمل جلّ القطاعات في روسيا، وتعميم درجة الاستحقاق على من يستحقها من العاملين في مجالي الصحافة والاتصالات في البلاد.
